Job Description

General Summary

The Finance Manager will function as a member of the Management team, participating in establishing and implementing major goals and objectives of the Finance department. Recommend and ensure compliance with sound, safe, and productive investment and debt management strategies. Monitor and analyze economic trends and forecast the direction of the economy and its impact on the Credit Union. Conducts financial research, regulatory research, and monitors financial conditions. The Finance Manager will assist the VP of Finance & Accounting in providing financial, operational, and physical measurements to aid employees, managers, and officers in making informed, strategic, and operational decisions, which can lead to improved operational quality, lowered operational costs, and increased operational responsiveness to our members' needs.

Essential Functions, in Priority Order

+ Assumes responsibility for the implementation and monitoring of effective financial strategies. Time: 45%

+ Assists Senior Leadership in developing short and long-term financial goals and objectives.

+ Designs, develops, and implements operational plans and procedures for the Finance department. Continually monitors the general economic environment and anticipated trends, and updates procedures so they are commensurate with economic conditions and regulatory changes.

+ Evaluates balance sheet risk, including interest rate risk exposure and sensitivity and concentration levels. Maintains the monitoring process and analytical tools which ensures successful implementation of ALM strategies. Coordinates implementation of ALM strategies throughout the Credit Union.

+ Collaborates with departments and committees, such as ALCO to coordinate strategies, monitor profitability, and prepare written analysis and recommendations.

+ Monitors the Credit Union's Capital position and recommends methods for preserving and increasing Capital.

+ Manage the budget process. Includes setting budget targets and guidelines, creating the budget timeline, overseeing data input, creation of reports to measure the budgeted performance, and overall budget evaluation. Time: 25%

+ Manage the Finance team including: Time: 25%

+ Provide leadership to department personnel through effective objective setting, delegation, workload distribution, assignment of tasks, and communication.

+ Ensure completeness and accuracy of tasks assigned, and initiative for additional financial analysis as needed.

+ Ensure that personnel are well trained, effective, and optimally utilized.

+ Conduct performance appraisals and other performance management needs as required.

4. Conduct analyses as necessary in support of key business metrics and objectives. Time: 5%


+ Bachelor's degree in accounting, finance, or business-related field required.

+ MBA, CFA, CPA, CMA, or other relevant designation preferred.


In addition to the education requirement:

+ Seven to ten years of progressive experience in related financial positions, three years in a management role, is required. Practical experience with performing investment risk analysis and building detailed models to forecast potential results.

Physical Demands

Work involves standing and walking for brief periods of time, but most work is done from a seated position. There is potential for eyestrain from reading detailed printouts and computer screens. Work may include occasional pushing, pulling or carrying objects weighing up to 20 pounds such as files, documents and computer printouts. Work normally requires finger dexterity and eye-hand coordination to operate computer keyboard and 10-key adding machine at a high skilled level. Deadlines, problem solving for other departments and workloads during month-end, quarter-end or year-end with pressure to achieve department goals may cause increased stress levels.

Working Conditions

Work is normally performed in climate controlled office environment, where exposure to conditions of extreme heat/cold, poor ventilation, fumes and gases is very limited. Noise level is moderate and includes sounds of normal office equipment (computers, telephones, etc.). No known environmental hazards are encountered in normal performance of duties. Length of day is usually eight hours; however, month-end, quarterly-end and year-end may require extended hours to meet deadlines.
